Sistema computacional de análisis de la vulnerabilidad en puentes de la red vial nacional en Colombia utilizando el modelo de jerarquización analítica

Abstract

Este proyecto crea una herramienta computacional de evaluación de puentes tomando criterios de decisión y muchas más variables que se involucran en la toma de decisiones para su inmediata intervención, utilizando criterios más definidos de los daños estructurales, hidráulicos y geotécnicos, indicadores de riesgo ponderado del puente y indicadores de consecuencia, se utilizó los criterios de nivel de tránsito y valor estratégico del puente, con los respectivos subcriterios como elementos funcionales, infraestructura y superestructura, socavación del puente en pilas, estribos y aletas, grado de importancia dentro de la red vial, tránsito promedio diario - TPDS, importancia de la vía, impacto por cierre, dificultad de recuperación de la vía, pendiente del tramo, fecha de construcción del puente, configuración estructural del puente, vías alternas y sensibilidad ambiental; abarcando en su gran mayoria los criterios técnicos-político y socio-ambiental que intercedan en la toma de decisión para una intervención en la evaluación de los puentes. Utilizando el modelo de procesos de decisión de Saaty (1), aunque la metodología permite generar valores de los pesos, a través de expertos o juicio de valores de un centro decisor; en el presente proyecto se generaron los pesos de manera cualitativa midiendo su consistencia, los cuales se tomaron en base a las tres evaluaciones de puentes realizadas por el INVIAS en los años 1996-1997, 2001-2002 y 2008-2009(16), estos pesos podrían ser modificados por el administrador, experto del programa en caso de requerirse criterios o “juicios subjetivos realizados por los expertos” (2), se realiza una matriz de comparación por pares de factores en una escala de valoración de acuerdo a las preferencias, utilizando la escala de valores de Saaty (3) de igual o extrema importancia o sea de 1 (uno) cuando es débil la comparación y hasta 10 (diez) cuando la comparación es fuerte; se ejecuta el proceso de normalización de la matriz para la obtención de los pesos relativos para cada criterio, realizando el cálculo de la relación de congruencia con la finalidad de verificar la consistencia de los juicios individuales, obteniendo el vector de prioridad para cada par de criterios y en el ordenamiento de las prioridades para la toma de decisiones en la intervención para administración de puentes.

This project creates a computational evaluation tool that takes decision criteria and many more variables that are involved in decision making for immediate intervention, using more defined criteria structural, hydraulic and geotechnical damages as indicators of the bridge's average risk and as indicators of consequence, the criteria of traffic level and strategic value of the bridge were used, with the respective sub-criteria as functional elements, infrastructure and superstructure, undermining the bridge in piles, abutments and fins, degree of importance within the road network, average daily traffic, importance of the road, impact by closure, difficulty in recovering the road, slope of the section, construction date of the bridge, structural configuration of the bridge, alternate roads and environmental sensitivity; covering in its great majority the technical-political and socio-environmental criteria that intercede in the decision making for an intervention in the evaluation of the bridges. Using the decision process model of Saaty (1), although the methodology allows to generate values of the weights, through experts or judgment of values of a decision-making center, in the present project weights were generated qualitatively by measuring their consistency , which were taken based on the three bridge evaluations carried out by INVIAS in the years 1996-1997, 2001-2002 and 2008-2009 (12), these weights could be modified by the expert administrator of the program if criteria or "subjective judgments made by experts" (2) are required, an array is matrix of comparison by pairs of factors in a scale of assessment according to preferences using the scale of Saaty values (3) of equal or extreme importance since 1 (one) when the comparison is weak to 10 (ten) when the comparison is strong. The normalization process of the matrix is executed to obtain the relative weights for each criteria, calculating the congruence relation in order to verify the consistency of the individual judgments, obtaining the priority vector for each pair of criteria and in ordering the priorities for decision-making in the intervention for bridge management.
