Estado actual de la política de víctimas de minas antipersonal en Colombia

Abstract

Debido al conflicto interno en Colombia desde los años sesenta, los grupos al margen de la ley han implementado, hace más de veinte años, una práctica ilícita que infringe todo principio del Derecho Internacional Humanitario, esto es, el uso de Minas Antipersonal. Situación ante la cual el Estado Colombiano se ha comprometido formalmente en su erradicación y con ello la prevención, atención y mitigación de los efectos causados por este tipo de artefactos explosivos. El objeto de la presente investigación consiste en describir la Política Pública adoptada frente a las víctimas de dicho flagelo, y así identificar los instrumentos, organismos y programas que garantizan la intervención, asistencia y ayuda a quienes se han visto afectados por dicha práctica.

Due to the internal conflict that has been presented in Colombia since the sixties, groups outside law have implemented, over twenty years ago, an illegal practice that violates every principle of international humanitarian law, this is, the use of landmines. The Colombian state has formally committed to the eradication of the land mines and thus prevention, care and mitigation of the effects caused by this type of explosive devices. The purpose of this research is to describe the Public Policy adopted in our country, facing to the victims of this scourge, and thus identify the instruments, institutions and agencies that guarantee the intervention, assistance and support to those who have been affected by this practice.
