Abstract

For Afghanistan, the 21st century is a period in which conflicts are over and peace and stability are tried to be restored. In the last 20 years, Afghanistan has entered into a detailed development and has been involved in a political, military, economic and social structuring process for this purpose. Afghanistan, which carries out development practices especially in the field of economy, has recently taken steps to create a detailed economic development. However, the Afghan economy is still dependent on foreign aid. For this purpose, Afghanistan implements a policy focused on foreign aid and foreign investment until national development takes place. Undoubtedly, one of the countries in financial aid and investment to Afghanistan is Turkey. Afghanistan-Turkey relations have a long tradition and history of these relationships dates back to the 18th century. Turkey has also endeavoured to keep alive its relations with Afghanistan in Republican era and offered its’ support within the possibilities in the fields of politics, military, education, health and the economy. To this end, Turkey did not spare its’ support in many areas for the prosperity, peace and stability of the Afghan people and the development of Afghanistan. This support has continued to increase in the restructuring process of Afghanistan in the 21st century. The purpose of this research is to reveal the overall appearance of the Afghan economy, examining the development of economic relations with Turkey, and to find answers to the questions of how and in which areas Afghanistan can develop economic relations with Turkey and to present contribution to the development of this relationship.,

Afganistan açısından 21. yüzyıl, ülkede çatışmaların bittiği, barış ve istikrarın yeniden tesis edilmeye çalışıldığı bir dönemi teşkil etmektedir. Son 20 yılda Afganistan kapsamlı bir kalkınmaya girmiş, bu amaçla siyasi, askeri, ekonomik ve sosyal bir yapılanma sürecine dahil olmuştur. Özellikle ekonomik kalkınma çalışmaları yürüten Afganistan, özellikle son dönemde ekonomik kalkınmaya yönelik önemli adımlar atmaktadır. Ancak Afgan ekonomisi halen dış yardımlara bağımlı bir ekonomidir. Bu amaçla Afganistan, ulusal kalkınma gerçekleşene dek dış yardım ve yabancı yatırım odaklı bir politika yürütmektedir. Kuşkusuz Afganistan’a yardım ve yatırımda bulunan ülkelerden biri de Türkiye’dir. Afganistan-Türkiye ilişkileri köklü bir geçmişe sahip olup, söz konusu ilişkilerin tarihi 18. yüzyıla dek uzanmaktadır. Cumhuriyet döneminde de Türkiye, Afganistan ile olan ilişkilerini canlı tutmaya özen göstermiş, olanakları dahilinde siyasi, askeri, eğitim, sağlık ve ekonomi alanlarında desteğini sunmuştur. Afganistan’ın ulusal birlik ve bütünlüğü ile bağımsızlığı Türkiye tarafından her daim desteklenmiştir. Bu amaçla Türkiye Afgan halkının refah, barış ve istikrar içinde yaşaması ve Afganistan’ın gelişimi için birçok alanda desteğini esirgememiştir. Bu destek 21. yüzyılda Afganistan’ın yeniden yapılanma sürecinde artarak devam etmiştir. Bu araştırmanın amacı Afganistan ekonomisinin genel görünümünün ortaya konulması, Türkiye ile olan ekonomik ilişkilerinin gelişiminin incelenmesi ve Türkiye ile Afganistan ekonomik ilişkilerinin hangi alanlarda nasıl geliştirilebileceği sorularına yanıt bulmaya çalışılması ve bu ilişkinin geliştirilmesine katkı sunulmasıdır.
