In this study, the concept of European citizenship which was established by the Treaty of Maastricht in 7th May of 1992 and European Ombudsman which is developed by the rights of European citizenship is evaluated. In this context, the historical development of European Ombudsman that got solemnity firstly by Maastricht Treaty, legal sources, budget, staffs, structure and its characters are discussed. Besides, the right of complaint to the European Ombudsman and the procedures of complaints to the European Ombudsman are discussed. After discussed of complaints to the European Ombudsman, it seems that the consequence of the European Ombudsman is increasing day by day.

Çalışmada 7 Şubat 1992 tarihinde imzalanan Maastricht Antlaşması ile kabul edilen Avrupa Vatandaşlığı kavramı ve Avrupa vatandaşlığı haklarıyla gelişen Avrupa Ombudsmanlık Kurumu incelenmiştir. Bu bağlamda, ilk kez Maastricht Antlaşması ile resmiyet kazanan Avrupa Ombudsmanlık Kurumu'nun tarihsel gelişimi, yasal dayanakları, bütçesi, personeli, yapısı ve özellikleri ele alınmıştır. Ayrıca Avrupa Ombudsmanı'na şikayet hakkı ele alınarak, Ombudsman'a başvuru şartları ve prosedürleri incelenmiştir. Avrupa Ombudsmanı'na gelen şikayetler incelendiğinde bu kurumun gün geçtikçe öneminin arttığı ifade edilebilir.
