Abstract

The relationship between public expenditures and economic growth is a considerably debated question in the literature. Especially, most of the empirical studies analyze the relationship between public expenditures and economic growth. There are many studies about increase of public expenditures cause economic growth and an increase in economic growth causes increasing public expenditures in literature.In this study, the relationship between public expenditures and economic growth is examined using Turkey?s quarter period data in for the period of 1998-2000. The relationship between public expenditures and economic growth is investigated using ARDL (Autoregressive Distributed Lag) approach and Toda-Yamamoto causality test. The results suggest that there is long run equilibrium relationship between public expenditures and economic growth. The result of Toda-Yamamoto causality test indicates no causality between public expenditures and economic growth.

Kamu harcamaları ve ekonomik büyüme arasındaki ilişki, literatürde oldukça tartışılan bir konudur. Ampirik çalışmaların çoğu, kamu harcamaları ve ekonomik büyüme arasındaki ilişkiyi incelemektedir. Literatürde kamu harcamalarındaki artışların ekonomik büyümeye veya ekonomik büyümedeki bir artışın kamu harcamalarında bir artışa neden olacağına yönelik çalışmalar bulunmaktadır.Bu çalışmada, 1998-2010 dönemine ait Türkiye'nin üçer aylık verileri kullanılarak kamu harcamaları ile ekonomik büyüme arasındaki ilişki araştırılmıştır. Çalışmada kamu harcamaları ve ekonomik büyüme arasındaki ilişki, ARDL (Autoregressive Distributed Lag) yaklaşımı ve Toda-Yamamoto nedensellik testi kullanılarak incelenmiştir. Analiz sonuçlarına göre Türkiye'de kamu harcamaları ve ekonomik büyüme arasında eşbütünleşme bulunmuştur. Toda- Yamamoto nedensellik testi sonuçlarına göre kamu harcamaları ve ekonomik büyüme arasında nedensellik ilişkisi tespit edilmemiştir.
