Türkiye terörün her zaman etkin bir şekilde var olduğu ve aktif olarak terörle mücadele eden bir ülkedir. Bulunduğu coğrafya savaş ve iç karışıklıkların sık sık vuku bulduğu bir bölgedir. Bu nedenle Türkiye'nin ulusal güvenliği birçok tehditle karşı karşıya kalmıştır. AK Parti hükümetleri dönemindeki Türkiye'nin terör ve ulusal güvenliğini incelemek bu tezin konusunu oluşturmuştur. Çalışmanın temel amacı AK Parti hükümetlerinin terör ve güvenlik politikalarını, politikaların oluşmasında etkili olan terör örgütleri üzerinden incelemektir. Böylece iktidara geldikleri yılından beri teröre çözüm getireceklerini söyleyen AK Parti hükümetlerinin 17 yıllık hükümet deneyimlerine rağmen terörün hala çözülmemesi nedeniyle, neden başarısız oldukları açıklanmıştır. AK Partinin terör ve güvenlik politikaları PKK terör örgütü belirleyiciliğinde şekillenmiştir. Parti terörün çözümüne dini değerlerin birleştiriciliği temelinde yaklaşmıştır. İslamcı sınırlar içinde kalan bu yaklaşım meseleyi dar bir açıdan ele aldığı için başarılı olamamıştır. PKK terörü, Kürt sorunu ile iç içe geçmiş ve uluslararasılaşmış bir yapı oluşturmuştur. Bu nedenle sorun salt ülke sınırları içinde kalan güvenlik politikaları ile çözüme ulaşamamıştır. Çalışma, AK Parti hükümetlerinin kamu yönetimi yaklaşımını terör ve güvenlik alt başlığında incelemiştir. Bu amaçla çalışmada konu ile ilgili literatürde var olan kaynaklar makale, kanun, kitap dergi gibi yayınlar incelenerek analiz edilmiştir. Kuramsal analiz ve tarihsel yaklaşım tekniğine başvurulmuştur.

Turkey has effective time of terror and a country that is actively fighting terrorism. His geography is a region where war and internal turmoil are frequently occurring. Therefore, Turkey's national security has been faced with many threats. The subject of this thesis is Turkey's AK Party government of terrorism and national security. The main aim of the study is to examine the terror and security policies of AK Party governments through terrorist organizations which are effective in the formation of policies. AK Party government said they would bring a solution to the terror problem. Despite 17 years of government experience, they have not been able to solve the terror problem. In this study, the reasons of failure of AK Party has been explained. The terrorism and security policies of the AK Party have also been shaped by PKK terrorism. The party has approached the solution of terrorism on the basis of the unification of religious values. PKK terrorism is intertwined with Kurdish issue. The problem has formed an internationalized structure. For this reason, the problem could not be solved with the security policies within the borders of the country.The study examined the public administration approach of the AK Party governments in the subheading of terror and security. For this purpose, the literature on the subject has been analyzed by analyzing publications such as articles, law and book magazines.Theoretical analysis and historical approach technique were applied.
