Abstract

The main purpose of housing finance systems are to ensure that individuals acquire housing under appropriate conditions. Housing finance system that also known as mortgage system, which is used in developed countries for two centuries, is also regarded as the most advanced housing finance system in the world. Mortgage system can be applied in different ways depending on the development level of the countries. The system allows the ones who demand mortgage loan to facilitate to be in a debt housing on more favorable terms, while at the same time contributing to the development of capital markets in the countries where it is applied. In Turkey, the practice of entering the mortgage system on the date of 21.02.2007 housing finance system aimed attaining a corporate structure.In the first part of the study, issues related to the concept of housing, housing supply and demand also housing finance methods are being addressed. In the second part of the functioning of the mortgage finance system, the way selected country practices, the mortgage crisis also its effects on the world economy are mentioned and then the development of the mortgage finance system in Turkey was examined in a detailed manner. Lastly in the third part of the study, it has been given an empirical analysis carried out on the development of housing loans in Turkey.

Konut finansman sistemlerinin temel amacı, bireylerin uygun şartlarda konut edinmesini sağlamaktır. Gelişmiş ülkelerde iki yüzyıldır uygulanan ipotekli konut finansman sistemi bir diğer adıyla Mortgage sistemi dünyanın en gelişmiş konut finansman sistemi olarak kabul edilmektedir. Mortgage sistemi, ülkelerin gelişmişlik düzeyine bağlı olarak farklı şekillerde uygulanabilmektedir. Sistem, konut kredisi talep edenlerin daha uygun şartlarda borçlanmasına olanak tanırken aynı zamanda uygulandığı ülkelerde sermaye piyasalarının gelişimine de katkı sağlamaktadır. Türkiye'de 21.02.2007 tarihinde uygulamaya giren Mortgage sistemi ile Türk konut finansman sisteminin kurumsal bir yapıya kavuşturulması hedeflenmiştir. Çalışmanın ilk bölümünde konut kavramı, konut arz ve talebi ile konut finansman yöntemleriyle ilgili konulara yer verilmiştir. İkinci bölümde ipotekli konut finansman sisteminin işleyişi, seçilmiş ülke uygulamaları, mortgage krizi ve krizin dünya ekonomisine etkilerine değinilmiş ardından Türkiye'de ipotekli konut finansman sisteminin gelişimi ayrıntılı olarak incelenmiştir. Çalışmanın üçüncü bölümünde ise Türkiye'de konut kredilerinin gelişimi üzerine yapılan ampirik analize yer verilmiştir.
