Abstract

Social assistance is provided in accordance with people's charity and spiritual feelings throughout history. However, the provision of voluntary service has been shaped by people's humanness benefits gained with the concept of institutionalization of social policy skills. Social policy towards the elimination of achieving social peace and social upheaval are regulatory measures. social turmoil of the Industrial Revolution brought to reveal the class distinctions of the squares, they can provide individuals with the minimum living conditions and disease, and the presence of institutions that can meet the requirements of social risks such as accidents has revealed. In this respect, the measures taken against the social needs of the country and carries its own risks and these measures have improved the welfare state in the cases together. Today, within the legal framework as well as the administrative center in the provision of social assistance and services to the municipalities as the local government units are given flexible powers. In this study; Nazilli has 152,000 inhabitants taken as an example municipality and the municipality about municipal social work are examined. The share of budget revenues and expenditures of municipal social work carried out is assessed. Finally, the result of the survey; about municipal services from employees and individuals benefiting from social expectations of municipal services and the effectiveness of the services rendered it has been identified with numerical values.

Sosyal yardımlar tarih boyunca insanların hayırseverlik ve manevi duyguları doğrultusunda sağlanmıştır. Ancak, gönüllü hizmetlerin sunumunda insanların hümanist duygularıyla şekillenmiş yardımlar kurumsallaşma özelliğini sosyal politika kavramıyla kazanmıştır. Sosyal politikalar sosyal barışın sağlanması ve sosyal karışıklıkların ortadan kaldırılması yönünde düzenleyici önlemler almaktadır. Endüstri Devriminin meydana getirdiği sınıf ayrılıklarının ortaya çıkardığı sosyal karışıklıklar beraberinde bireylerin asgari yaşam şartlarını sağlayabilecekleri ve hastalık ve kaza gibi sosyal riskleri karşılayabilecek kurumların varlığı gereksinimi ortaya çıkarmıştır. Bu doğrultuda ülkelerin kendi taşıdığı sosyal ihtiyaç ve risklere karşı tedbirler alınmış ve bu tedbirler beraberinde sosyal devlet olgusunu geliştirmiştir. Günümüzde, sosyal yardım ve hizmetlerin sunumunda merkezi idarenin yanı sıra yerel yönetim birimi olan belediyelere de yasalar çerçevesinde esnek yetkiler verilmiştir. Bu çalışmada; 152.000 nüfuslu Nazilli belediyesi örnek olarak alınmış ve ilgili belediyenin sosyal belediyecilik çalışmaları incelenmiştir. Gerçekleştirilen Sosyal Belediyecilik çalışmalarının bütçe gelir ve giderleri içindeki payı değerlendirilmiştir. Son olarak yapılan anket çalışması neticesinde; ilgili Belediye çalışanlarının ve hizmetten faydalanan bireylerin sosyal belediyecilik hizmetlerinden beklentileri ve yapılan hizmetin etkinliği sayısal değerlerle tanımlanmıştır.
