Arjantin ve Venezuela deneyimleri bağlamında Latin Amerika`da neoliberalizm sonrası yeni arayışlar: Post-neoliberalizm ve anti-neoliberalizm

Abstract

This thesis analyzes the economic, social and foreign policy transformations in two Latin American countries; Argentina and Venezuela after neoliberalization period that has implemented neoliberal politics since 1980's. The transformations of these two countries are analyzed within the context of post-neoliberalism and anti-neoliberalism which emerged from the failure of neoliberalism. Furthermore, this study tries to answer to what extent these two countries have grown away from neoliberalism.This thesis is organized in three main chapters. Liberalism and neoliberalism, anti-neoliberalism and post-neoliberalism, born out of liberalism, are defined in the first chapter. The second chapter focuses on the neoliberal period in Latin America, and the thesis ends with the endeavors to demonstrate that post-neoliberal politics were implemented in Kirchner's Argentina and anti-neoliberal politics were implemented in Chavez's Venezuela.

Bu çalışma, 1980'ler itibariyle neoliberal politikaların uygulandığı Latin Amerika ülkelerinden Arjantin ve Venezuela'nın neoliberalizm sonrası ekonomik, sosyal ve dış politika alanındaki dönüşümlerini konu edinmektedir. Söz konusu iki ülkedeki bu dönüşüm, neoliberal politikaların başarısızlığı sonrası ortaya çıkan post-neoliberalizm ve anti-neoliberalizm kavramları çerçevesinde analiz edilmiştir. Ayrıca bu tez Arjantin ve Venezuela'nın neoliberalizmden ne ölçüde uzaklaştığının cevabını vermeye çalışmaktadır.Bu çalışma temelde 3 bölümden oluşmaktadır. Çalışmanın ilk bölümünde liberalizm teorisi ve bu teoriden doğan neoliberalizm ve ardından post-neoliberalizm ve anti-neoliberalizm tanımlanmıştır. 2. bölümde Latin Amerika'da neoliberal dönem incelenmiş ve son olarak Arjantin'in Kirchner döneminde post-neoliberal ve Venezuela'nın Chavez döneminde anti-neoliberal politikalar uyguladığı ispatlanmaya çalışılmıştır.
