Abstract

Günümüzde en büyük çevre problemlerinden biri haline gelen küresel ısınmayabaglı iklim degisikligi insan yasamını olumsuz yönde etkilemektedir. klimdegisikliginin insanoglunu bu seviyede etkilemesi, insanları iklim degisikligini önlemeçalısmalarına itmistir. Bu çalısmaların bir sonucu olarak son yıllarda arastırmacılar,iklim degisikligini önlemede kullanılan ve ekonomik bir araç olan karbon vergisiüzerine yogunlasmıslardır. Uluslararası literatürde bu konu üzerine yapılan çalısmalargelisme asamasında olmasına ragmen Türkiye'de bu konuda yapılan çalısmalar eksiktirve henüz yeterli düzeye gelmemistir. Bu çalısmanın amacı emisyon azaltımı amacıylakullanılan mali araçlardan olan Karbon Vergisin dizaynını, uygulamasını ve etkisinianaliz etmek ve Karbon Vergisinin amacını gerçeklestirip gerçeklestirmedigini 18Avrupa ülkesinin verilerini kullanarak ekonometrik olarak test etmektir. Çalısmadayapılan tahminler sonucu, karbon vergisinin dizaynının tam olarak gerçeklestirilemedigive amacına uygun olarak uygulanmadıgı için karbondioksit emisyonu üzerinde etkiliolmadıgı ortaya koyulmustur. Bu baglamda Karbon Vergisinin uygulamalarınınemisyon azaltımında yeterince etkin olmadıgı ortaya çıkmaktadır

The Climate Change, depending on Global Warming which is one of the biggestenvironmental problems in the world, has detrimental effects on human life. Due toeffects of climate change on humanity, people attempted works of climate changeprevention. As a result of these works in recent years, researchers have focused onCarbon Tax which is an economic instrument and being used in prevention of climatechange. The works on this subject have been developing in the international literaturebut in Turkey there is a lack of sufficient study carried out. The aim of this study is toanalyze the effect of Carbon Tax as a means of fiscal policy to reduce the carbonemission. By employing data on 18 European countries over the period of 1995 ? 2003,it is aimed to test econometrically whether Carbon Tax has achieved its objectives, ornot. Consequently, results of estimates show that carbon tax does not have any effecton carbon dioxide emission. Because design and application of carbon tax could not beachieved with its aim consistently. In this sense, it can be argued that carbon taxapplications are not sufficiently effective on reducing carbon dioxide emission
