Abstract

In this study, pre and post-transfer effects of irrigation management transfer on Nazilli irrigation network located in Buyuk Menderes River Basin operated by General Directorate of State Hydraulic Works (DSI) and transferred to the irrigation associations. Performance indicators used in the evaluation are investigated under four main topics: agricultural and environmental efficiency, water utilization efficiency, economical efficiency and institutional efficiency. The required data related to the pre-transfer period were obtained from DSI archives and post-transfer period data were obtained from DSI and irrigation association archives. In general, transfer of operation- maintenance-management control from public to user organizations resulted in a development in irrigation ratios, collecting the water fees and water supply to the irrigation network during post-transfer period than the pre-transfer period.Keywords: Buyuk Menderes river basin, irrigation association, performance evaluation, performance indicator.

Bu çalışmada Büyük Menderes Havzasında yer alan ve geçmişte DSİ tarafından işletilen Nazilli Sulama Şebekesinin sulama birliklerine devir öncesi ve sonrası etkinliklerinin belirlenmesi amaçlanmıştır. Değerlendirmede kullanılan performans göstergeleri; Tarımsal ve Çevresel Etkinlik, Su Kullanım Etkinliği, Ekonomik Etkinlik ve Kurumsal Etkinlik Göstergeleri olarak başlıca dört başlık altında incelenmiştir. Çalışmada, devir öncesi döneme ilişkin gerekli veriler DSİ kayıtlarından, devir sonrası döneme ilişkin veriler ise DSİ ve Sulama Birlikleri kayıtlarından elde edilmiştir. Araştırma sonuçlarına göre; İşletme-Bakım-Yönetim sorumluluğunun kamu kurumundan su kullanıcı örgütlere devredilmesi ile genel olarak sulama oranlarında, su ücretlerinin toplanmasında ve sulama şebekesine su sağlanmasında devir öncesi döneme oranla gelişme sağlandığı belirlenmiştir.Anahtar Kelimeler: Büyük Menderes Havzası, Sulama Birliği, Performans Değerlendirme, Performans Göstergesi,
