Abstract

Chile es uno de los miembros de la OCDE cuya economía presenta una mayor intensidad en el uso de recursos. Durante el período 2000-2010, el consumo interno de materiales (CIM) creció un 36%, en comparación con un descenso promedio del 7% en el conjunto de los países de la OCDE. Al mismo tiempo, la producción de residuos ha crecido desde unos 12 millones de toneladas en 2000 a unos 16,9 millones en total. En conjunto, en Chile se reciclan aproximadamente un 4% de los residuos para reutilización, reciclado y compostaje. El 17 de Mayo del año 2016 fue promulgada la nueva Ley de Responsabilidad Extendida del Productor (REP), que obliga a fabricantes e importadores de seis productos prioritarios a recuperar un porcentaje de sus productos una vez que terminan su vida útil. Si bien se podrá incorporar a futuro nuevos productos prioritarios, el alcance de esta Ley es todavía limitado, y amplios sectores están aún fuera de este marco legal, como el sector construcción, el mayor generador de residuos sólidos no domiciliarios, con un rango entre el 26% al 34% respecto al total para el período 2000-2009. La reutilización y reciclaje de materiales aún está en sus inicios en Chile en general y en particular en el caso de la industria de la construcción. Un enorme desafío de innovación se presenta en este ámbito de la recuperación, reutilización y reciclaje de edificios, así como de componentes y materiales de construcción. Así, la pregunta general que plantea este trabajo es: ¿De qué manera se pueden reducir / reutilizar / reciclar los materiales y los residuos de la construcción? ¿Qué potenciales para la reconceptualización del proyecto de arquitectura y del ciclo de vida de la obra se desprenden de ello?
