Many of the complexes of council housing characterize some Neapolitan neighbourhoods and they constitute a recognisability element at the neighbourhood level, because they boast, moreover, a certain historical value in relation to the ways of construct of the early Twentieth Century. The estimate of the seismic vulnerabil-ity of these complexes represents a crucial point for the definition of seismic risk that is a convolution of hazard, vulnerability and exposure. Consequently, this esti-mate becomes an essential step in the definition of the scenarios of damage, result-ing from earthquakes at different intensity. When the architectural values are an added value, there is an urgent need to draw up intervention scenarios that bring together all possible facets of seismic safety with those of environmental sustaina-bility and energy efficiency. As a methodology, the work analyses the emblematic case of the set of council houses for homeless by Luigi Cosenza, in Naples.
