Abstract

L’idea forte della ricerca è costituita dalla concezione che Einaudi ha dell’emigrazione vista, da un lato, come fenomeno in grado di assicurare la sostenibilità finanziaria del modello di sviluppo italiano e, dall’altro lato, come infrastruttura essenziale del commercio internazionale. Nel primo caso, l’emigrazione alloca manodopera laddove se ne appalesa l’esigenza (costituendo, al contempo, una "valvola di sfogo" del surplus demografico) e fa giungere, attraverso le rimesse, risorse nei luoghi di origine favorendo la progressiva accumulazione di capitale per il tramite dell’autofinanziamento. Nel secondo caso, l’emigrazione consente alle industrie italiane di aumentare il proprio fatturato conquistando progressivamente i mercati dei Paesi in cui si registrano consistenti insediamenti di connazionali. A ciò si aggiunge che, quando le correnti migratorie raggiungono una definitiva maturità, i viaggi non sono più intrapresi da manodopera non qualificata, ma anche da risorse in possesso di una specifica professionalità, da capitalisti e da direttori d’azienda, per cui ai flussi migratori non si accompagna più solo l’invio di rimesse, ma anche la formazione di una classe imprenditoriale e l’apertura di nuove e articolate rotte commerciali».
