Pubbliche amministrazioni e sostenibilità: dal Green Public Procurement al Sustainable Public Procurement

Abstract

L’attenzione degli studiosi aziendalisti, ma anche degli amministratori pubblici, già da alcuni decenni è rivolta alla sfera ambientale che, dapprima volontariamente e poi obbligatoriamente, ha richiesto agli enti pubblici italiani di attivare pratiche di Green Public Procurement ( GPP, Appalti Verdi o Acquisti Verdi), prevedendo nei propri appalti, l’adozione di prassi volte a diminuire l’impatto ambientale. Tuttavia il GPP, orientato prevalentemente alla salvaguardia delle risorse naturali, non consente di garantire il contemporaneo soddisfacimento delle tre dimensioni della sostenibilità. L’inclusione e il bilanciamento nei processi di acquisto delle PA, degli aspetti sociali ed economici, oltre a quelli ambientali, ha portato a definire il concetto di Sustainable Public Procurement (SPP). Obiettivo del presente lavoro è quello di stimolare il dibattito fra i soggetti interessati, pubblici e privati, presentando i vantaggi ma anche le criticità che nel nostro Paese si incontrano nell’adottare pratiche di GPP e SPP. Pertanto dopo aver illustrato il ruolo cardine che le amministrazioni pubbliche possono giocare nell’influenzare positivamente la promozione delle pratiche di GPP e di SPP si evidenziando i limiti che ancora ostacolano la diffusione di tali prassi nel contesto italiano per poi proporre alcuni suggerimenti per superare i medesimi.
