Resilienza e pianificazione

Abstract

Tipicamente in un sistema economico la resilienza si traduce nella capacità di resistere a shock esogeni, e di reagire con prontezza e flessibilità adattandosi alle nuove condizioni. La tesi del presente lavoro è che un sistema economico orientato alla massimizzazione del profitto sia destinato a incontrare oggettive e specifiche difficoltà a esibire i caratteri della resilienza, e che tali difficoltà siano esacerbate dall’enfasi che la scienza economica pone su nozioni statiche di efficienza e concorrenza. L’intento è quello di mostrare come in una economia di mercato lo strumento della pianificazione pubblica possa rivelarsi necessario tanto nella strutturazione di un sistema in grado di assorbire gli urti, quanto nella tempestività di risposta a essi. L’intuizione si rifà alla critica mossa da Maurice Dobb all’impostazione generale del calculation debate che, appiattendosi sulla speranza di replicare l’efficienza statica del mercato, ignorerebbe proprio le specifiche potenzialità del coordinamento centralizzato circa efficienza dinamica e gestione dell’incertezza.
