Abstract

Empresas Industriales Pequeñas y Medianas: En las pequeñas y medianas industrias el acceso a las economías de escala se logra siempre mediante la inserción productiva de la empresa en una red de relaciones externas de base territorial. O sea, accediendo a los beneficios de las "economías de aglomeración". Para comprender adecuadamente estos fenómenos hay que destacar que las "propensiones aglomerativas" cambian en función de las características tecnológicas de los distintos sectores industriales, pero tambien lo hacen en función de las características geográficas, históricas e idiosincráticas de cada país. No será posible lograr un desarrollo competitivo de las Pequeñas y Medianas Industrias sin una paralela consolidación de sus polos territoriales de agregación natural: la política pública de promoción del desarrollo productivo de las empresas menores tiene necesariamente que tener una base territorial.
