Abstract

Ricognizione sul percorso seguito dalla Regione Emilia-Romagna nella costruzione degli strumenti di governo territoriale consente di esemplificare le modalità secondo le quali le strutture amministrative locali hanno coniugato istanze del territorio, esigenze di razionalizzazione e normativa nazionale. Si evidenzia come il governo del territorio trova nella suddivisione amministrativa interna alla Regione un limite che spesso viene superato attraverso la costruzione di una pluralità di perimetrazioni a geometria variabile, instaurando un regime di convivenza con le aggregazioni storiche e i relativi confini. È un processo che ha prodotto un vero e proprio freno alla crescita del territorio, il cui superamento, come viene argomentato, non può però passare attraverso l’imposizione di uno schema unico applicabile alle diverse realtà.
