Abstract

Le mutate esigenze delle Forze Armate in Europa hanno portato al sotto utilizzo o alla dismissione di un consistente numero di siti, anche se spesso essi non sono sottratti al controllo dell’amministrazione che ne aveva la titolarità. La dismissione degli spazi militari e la rifunzionalizzazione conseguente costituiscono un elemento strategico nell’ampio dibattito sulla relazione tra spazio urbano e militariizzazione, nel quale può riconoscersi un processo a bassa materialità di controllo dello spazio di fruizione collettiva. In Sardegna l’incidenza delle aree e dei manufatti militari ha un effetto dirompente specialmente in alcune aree rurali, ma anche nel tessuto urbano di Cagliari emerge un complesso mosaico di aree militari, micro isole delimitate da filo spinato, anche solo virtuale, che nel complesso coprono oltre il 3% del territorio comunale. L’ipotesi sulla quale si basa il presente lavoro è che, all’interno della città, accanto ai processi di pianificazione formale (sia essa “regolativa” o “contrattata”), emergono dinamiche parallele di tipo informale per condizionare, e in parte limitare, il percorso di rifunzionalizzazione degli spazi militari.

L’évolution des forces armées et de la géopolitique en Europe a conduit à une sous-utilisation ou à un abandon d’un nombre important de sites militaires. Le paysage urbain montre des vides urbains et des espaces abandonnés, dans l’attente d’un réinvestissement par des activités urbaines contemporaines. L’aménagement urbain oscille ainsi entre le souci d’en faire des espaces publics et partagés ou bien de transformer les sites militaires en de véritables projets immobiliers. À partir du cas de Cagliari (Sardaigne), l’article décrit l’évolution historique des zones militaires à l’intérieur de la ville, les processus formels de planification, les pratiques informelles de lobbying et les efforts de la communauté locale pour convertir ces sites sous-utilisés en nouveaux espaces communs productifs.
