Economia circolare e governance urbana: quadro teorico e normativo

Abstract

Il contributo ricostruisce il quadro teorico, interpretativo e normativo dell’economia circolare applicata alla dimensione urbana e periurbana. A partire dalle principali definizioni e dai paradigmi di transizione dal modello lineare all’approccio circolare, il testo analizza il ruolo strategico delle città e delle aree periurbane come luoghi di sperimentazione per la gestione sostenibile dei flussi di risorse. Particolare attenzione è dedicata alle interazioni tra economia circolare, resilienza climatica e governance multilivello, con riferimento alle pressioni ambientali, al consumo di suolo, al rischio idraulico e agli strumenti normativi e partecipativi disponibili a scala internazionale, europea, nazionale e regionale. Il contributo individua inoltre alcune buone pratiche e strumenti di co-creazione, tra cui gli Urban Living Lab, come dispositivi utili a favorire la transizione circolare e il coordinamento tra attori, politiche e territori.
