Abstract

Il leasing in costruendo, una forma di locazione finanziaria, è un nuovo strumento a disposizione della Pubblica Amministrazione per il finanziamento privato delle opere di sua proprietà che consente di dilazionare l'investimento in più annualità. Alcuni importanti progetti sono stati recentemente appaltati con questa soluzione che è adottabile sia per le nuove opere sia per l'intervento sul patrimonio. L'impiego del leasing in costruendo nelle opere esistenti (ad esempio per interventi di valorizzazione o di recupero) è però ancora molto raro, a causa delle problematiche connesse al necessario «sale and lease back» di ogni edificio interessato.---The building lease is a new tool available to the government to finance public ‘cold’ infrastructures which allows to spread the investment over several years. Some major projects have recently been funded with this solution which can be used for both new works and for interven-tions on the existing buildings. The use of the building lease on existing assets (such as renovations or restorations), however, is still very rare, because of the need to «sale and lease back» the building concerned.
