Abstract [It]:Il presente contributo analizza il fenomeno del “monocameralismo di fatto” che si sta consolidando nel sistema parlamentare italiano, con specifico riguardo ai disegni di legge di conversione dei decreti-legge. Questo fenomeno si manifesta attraverso una crescente omogeneità nell’azione delle camere, una riduzione dei tempi di navetta delle proposte di legge e una tendenza a evitare modifiche sostanziali ai testi già approvati. L’obiettivo è quello di esaminare le cause e le dinamiche di questa tendenza, nonché le possibili conseguenze sul processo legislativo e sull’equilibrio dei poteri, fornendo una panoramica di questa trasformazione in atto e ponendo l’accento sulle sfide e le opportunità che la stessa presenta per il sistema parlamentare italiano.Title:From bicameralism ‘in theory’ to unicameralism ‘in practice’Abstract [En]:This contribution analyses the phenomenon of “de facto unicameralism” consolidating in the Italian parliamentary system, specifically regarding the bills for decree-laws conversion. This phenomenon manifests through a growing homogeneity in the actions ofthe chambers a reduction in the time of the exam of the legislative proposals, and a tendency to avoid substantial changes to approved texts. The objective is to examine the causes and dynamics of this process, as well as the possible consequences on the legislative process and the balance of powers, providing an overview of this ongoing transformation and emphasising the challenges and opportunities it presents for the Italian parliamentary system.
