Il contributo propone una disamina di come il rapporto amministrativo tra cittadini e istituzioni possa essere tenuto distinto, rispetto al rapporto politico, anche applicando le nuove tecnologie dell'informaizone al processo decisionale. Utilizzando queste categorie, l'Autore propone di distinguere la "e-Participation" come fenomeno peculiare e amministrativo rispetto alla e-Democracy, formula invece da attribuire al rapporto politico. Entrambe come fattispecie, appunto rispettivamente amministrativa e politica dell'e-Government.
