Bioregione e metabolismo urbano per una reale integrazione tra città e territorio

Abstract

La necessità di considerare inscindibile e non geograficamente univoco il rapporto tra la città e il suo contesto territoriale, indipendentemente dal considerare quest’ultimo ambiente o paesaggio, è ampiamente condivisa nella disciplina urbanistica ed elemento caratterizzante la sua evoluzione. Questo patrimonio disciplinare non è però sufficiente a garantire politiche territoriali in cui città e territorio siano trattati in modo effettivamente integrato. Prevalgono da un lato le logiche economico finanziarie che riducono il suolo e le componenti fisiche a supporti normalizzati dei meccanismi del mercato, dall’altro le visioni settoriali ed efficientiste (energetica, sanitaria ecc.) che in nome di una sostenibilità più o meno intelligente ma sicuramente limitata e incapace di sintesi, riorganizzano il territorio con nuovi standard tecnologici. I concetti-modelli di bioregione e metabolismo urbano su cui si riflette in questo contributo, se declinati in modo unitario all’interno di un unico approccio, possono costituire strumenti sia per la costruzione di processi di pianificazione più efficaci che per lo sviluppo di una cultura del territorio capace di favorire percorsi di sviluppo autosostenibile delle comunità locali.
