Abstract

El autor busca demostrar que el impacto de la crisis financiera de la Eurozona en elmodelo social europeo se debe tanto a la escasa capacidad de las instituciones políticasde la Unión Europea para manejar la crisis, como al hecho de que en la última décadala puesta en marcha del modelo social europeo no se acompañó de las condiciones políticasdirigidas a enfrentar los desafíos presentados por un poderoso mercado financieroglobal y no regulado. Con este fin, una vez expuestos los principales rasgos del gobiernoeconómico de la Unión Europea, el autor dirige su atención a los instrumentos recientementeadoptados por la Unión o sus Estados miembros con la finalidad de reaccionara la crisis financiera (Six pack, Fiscal compact, ESM). De acuerdo con el autor el fracasode esos instrumentos se debe a la inadvertencia de los gobiernos nacionales de losriesgos presentados por la actual crisis para la plena construcción de la Unión Europea.

The Author seeks to demonstrate that the impact of the eurozone’s financial crisis onthe European social model is due both to scarce capacity of the EU political institutionsin managing that crisis and to the fact that, in the last decade, the launch of theEuropean social model was not accompanied with the political conditions aimed atmeeting the challenges posed from a powerful non-regulated global financial market.To this end, after having exposed the main features of the EU economic governance,the author draws attention on the instruments (Six pack, Fiscal Compact, ESM) recentlyadopted from the EU or its single member States with the aim of reacting to thefinancial crisis. According to the Author, the failures of these instruments depend onthe national governments’ anawareness of the risks posed from the current crisis forthe whole construction of the EU.
