Abstract

Il contesto sociolinguistico italiano è cambiato. La più rilevante novità è la presenza di nuove comunità linguistiche come effetto dell’ingente processo migratorio. Ma quali sono i diritti educativi e i diritti linguistici dei migranti? L’articolo argomenta come sia più efficace in questo caso non legare il riconoscimento di tali diritti in base al consueto percorso legato alla nozione di minoranza linguistica, ma di intenderli come diritti individuali di base per la piena partecipazione di ciascun individuo alla vita sociale e democratica. In questo senso viene adoperata la nuova nozione di ‘cittadinanza’, non più legata all’appartenenza nazionale, ma collegata alla reale possibilità di una partecipazione attiva di tutti gli individui. In questa prospettiva, l’articolo evidenzia quali sono i presupposti legali e culturali, nazionali e internazionali, per la realizzazione dei diritti educativi e linguistici degli immigrati e dei loro figli, e in particolare nella scuola italiana. L’articolo sottolinea inoltre l’importanza del riconoscimento, all’interno del percorso educativo, del ruolo fondamentale della lingua materna degli alunni, sia per il successo nell’apprendimento sia per favorire e migliorare le dinamiche sociali e generazionali.

The sociolinguistic context of Italy has changed. The greatest novelty in Italy is the presence of new linguistic communities as a result of emigration. But what are the educational and linguistic rights of migrants? It is not only mean to claim the rights of minorities, but to guarantee educational and linguistic rights of each individual, which are the basis of full participation in the democratic and social life. In this sense, we use the new notion of "citizenship", no longer tied to national, but linked to the real opportunity for active participation of all individuals, regardless of nationality. In this perspective, the article highlights what are the legal and cultural conditions, national and international, for the realization of educational and linguistic rights for immigrants and children of immigrants. In particular, it highlights the importance of recognizing, within each educational career, the fundamental role of the mother tongue of the pupils, both for success in learning and to improve social and generational dynamics.
