Abstract

L’articolo, dopo aver ripercorso le tappe che hanno scandito l’affermazione dei sistemi federali nel mondo, si concentra sul “federalismo fiscale”, nozione questa ormai affermatasi nel dibattito politico-giornalistico per definire l’attuazione del dato contenuto nell’art. 119 della Costituzione. Tale definizione appare infatti limitata e fuorviante dal momento che con riferimento al l’attuazione dell’art. 119 della Costituzione non può parlarsi di federalismo, né tanto meno di federalismo fiscale, trattandosi più realisticamente di una operazione di adattamento sussidiario della distribuzione delle funzioni nell’ordinamento italiano parallela ai processi di redistribuzione delle risorse e alla volontà di introdurre strumenti più importanti di controllo della spesa pubblica

The article raises questions on the use of the so called “fiscal federalism”, an expression commonly utilized to describe the legal implementation of art. 119 of the Italian Constitution. In fact, the notion seems to be misleading, as art. 119, rather than being an expression of fiscal federalism, shows the will to introduce stronger means of controlling public expenditure following the reorganization of the distribution of competences within the Italian legal system
