Abstract

La presente publicación es el producto de una acción de apoyo del Programa de la Unión Europea EUROsociAL+ al Instituto Nacional de Inclusión Social Adolescente (INISA) de Uruguay dirigida a fortalecer la aplicación del modelo de abordaje interinstitucional de medidas no privativas de libertad para adolescentes infractores. El objetivo del modelo es promover el uso de medidas alternativas para jóvenes en conflicto con la ley de acuerdo a lo establecido en el artículo 40 de la Convención de las Naciones Unidas sobre los Derechos del Niño, Niña y Adolescente, según el cual “la detención debe ser una medida a la que solo se puede recurrir en último término y solo se considerará la detención del niño cuando no existan alternativas viables”.
