Il Nuovo Patto di Stabilità e Crescita (PSC): il "metodo NGEU/PNRR" nella rinnovata governance europea

Abstract

L’innovazione giuridica e di governance del Next Generation EU ha introdotto di fatto un nuovo metodo di governo nell’Unione Europea che impatta, a Trattati invariati, sul funzionamento delle istituzioni dell’UE e sui rapporti tra Unione e Stati membri. Un impianto giuridico nuovo con proprie caratteristiche che al tempo stesso rinforzano la governance europea ed il ruolo dei Paesi, e che è già divenuto un modello replicato in diverse altre importanti iniziative, tra queste anche il nuovo Patto di Stabilità e Crescita. L’articolo analizza le caratteristiche del NGEU con Piani nazionali e come il PSC ricalchi tale impianto, mettendo in evidenza le innovazioni introdotte nel nuovo Patto e quali siano i punti di contatto tra le due iniziative con le prospettive future per la politica economica ed istituzionale dell’UE.
