Abstract

Il progetto di questo volume è partito dall’idea che i fenomeni migratori siano oggi uno tra i più importanti fattori di trasformazione sociale in tutti i Paesi che ne sono interessati, sia che si tratti di aree prevalentemente di partenza, di arrivo oppure di transito. In questi processi di cambiamento, inoltre, si ritiene centrale il rapporto tra migrazioni e globalizzazione. Se le prime possono essere considerate come uno dei fattori costitutivi della seconda, allo stesso tempo si avvantaggiano di alcuni dei suoi elementi di dinamismo, come ad esempio i mezzi di comunicazione e di trasporto. I saggi qui contenuti costituiscono altrettante declinazioni empiriche di questa idea di fondo. Con riferimento a diverse aree geografiche, si occupano di temi che spaziano dai fattori all’origine dei progetti e dei flussi migratori alle problematiche legate all’inserimento dei migranti nelle società di accoglienza, fino all’emergere dell’esigenza di forme di protezione sociale transnazionale. L’elenco dei temi evidenzia un altro filo che lega insieme questi saggi e che può essere identificato nel ruolo che hanno in questi processi le politiche pubbliche relative alle migrazioni, in entrambe le loro accezioni: le politiche rivolte alla regolazione dei flussi migratori e al controllo dell’ammissione sul territorio di cittadini stranieri e le politiche che puntano all’integrazione dei migranti e definiscono le regole di ammissione alla cittadinanza.

The project of this book started from the idea that migration is today one of the main processes of social transformation in all the Countries interested in the phenomenon – either migrant-sending or migrant-receiving, and transit areas too. In these transformation processes, it is crucial the relationship between migration and globalization. If the former is among the constitutive elements of the latter, at then same time it relies on some of its elements of dynamism, communication tools and transport systems, for instance. The essays contained in the book are empirical examples of this leading idea. Regarding different geographical areas, they deal with issues such as the factors at the origin of migratory projects and flows, the problems related to migrants’ integration in receiving societies, the rise of forms of transnational social protection. The topics’ list shows another thread keeping these essays together, identified in the role that migratory public policies play in these processes, in both their meanings: the policies of migratory flows regulation and control of access of foreigners to the national territory, on the one hand, and the policies aiming at migrants’ integration and regarding their naturalization, on the other hand.
