Il capitolo contribuisce al dibattito sui modelli di gestione dei servizi abitativi, oggetto di studio di discipline diverse - tra cui gli studi urbani e la sociologia - contribuendo con la lente per public management per criticare la nozione di gestione sociale come separata dalla gestione amministrativa o tecnica e rivendicare l'unitarietà in chiave integrata della gestione.
