Abstract

Il successo e l’efficacia dell’azione della Pubblica Amministrazione passa innanzitutto per la qualità, la White Paper n. 1/2016 motivazione e la passione delle persone che vi lavorano. La riforma della dirigenza può rappresentare una straordinaria opportunità per intervenire in modo incisivo sulla people strategy del settore pubblico, partendo da chi occupa posizioni di responsabilità per valorizzare le competenze dei dipendenti e per risvegliare in essi l’orgoglio di servire il pubblico. In quest’ottica, una corretta selezione ed una accurata valutazione delle performance sono condizioni irrinunciabili per far emergere i meritevoli. Dopo una review della letteratura in materia, il presente White Paper analizza, in chiave comparata, alcune tra le più rilevanti esperienze di selezione e valutazione della dirigenza pubblica nella Commissione Europea e in otto Paesi europei caratterizzati da differenti tradizioni amministrative. La ricerca evidenzia, tra l’altro, come la selezione dei dirigenti si basi sempre di più sulla ricerca di competenze trasversali e di leadership, rispetto alle tradizionali competenze specialistiche, esaltando inoltre il ruolo della valutazione per un’efficace gestione della dirigenza. Sulla base delle analisi effettuate, il lavoro presenta alcune proposte per l’applicazione della riforma della dirigenza del nostro Paese.
