Abstract

Il successo del concetto di smart city continua a dispiegarsi, e si manifesta soprattutto nel ricorso a meccanismi di rating per la misurazione delle performaces delle aree urbane, da punti di vista differenti: quello tecnologico, quello amministrativo, sociale e culturale. Il numero degli indicatori è in continuo aumento, ma l’applicazione di algoritmi, rivendicata dai soggetti preposti alle classificazioni, non contribuisce alla trasparenza dei procedimenti di valutazione. Talune classificazioni hanno riguardo principalmente a profili competitivi inerenti al piano del business, come il Global Financial Centres Index 25 o il Global Competitiveness Reporto del World economic forum; il Global Power City Index, di origine giapponese, appare più equilibrato, adottando tra i suoi criteri altresì parametri quali la vivibilità, l’accessibilità e l’ambiente. Il rating meno vincolato ad aspetti economici, poi, è la rassegna dell’Economist. In questo scenario, il formante normativo internazionale e sovranazionale continua ad essere poco influente, in relazione al concetto di smartness: anche negli ultimi anni, difatti, sono in prevalenza fonti soft ad avere in qualche modo sostenuto lo sviluppo di iniziative smart (si pensi, a livello di Nazioni Unite, al Patto Globale per l’Ambiente del 2017, o alla Comunicazione della Commissione dell’Ue “A Clear Planet for all”).
