Abstract

Il contributo intende sintetizzare gli esiti di alcune esperienze di ricerca e sperimentazione didattico/progettuale sviluppate dagli autori nell'ambito di attività di collaborazione con Enti Locali e focalizzate sui temi della rigenerazione/riuso sostenibile di edifici pubblici sottoutilizzati e contesti urbani degradati. La sua finalità è cercare di fornire una chiave di lettura sulle relazioni che legano da un lato alcuni interventi pilota di recente realizzazione sul tema e dall'altro il variegato quadro degli strumenti normativi, regolamentari ed economico/finanziario ultimamente intervenuti a sostegno delle politiche di riduzione del consumo di suolo, riqualificazione sociale e culturale delle aree urbane, valorizzazione degli immobili pubblici, efficienza energetica. I secondi in particolare introduco infatti il rispetto di stringenti requisiti di utilità sociale e formulazione condivisa delle strategie d'intervento, così come di sostenibiltà energetico/ambientale e fattibilità tecnico/economica nel ciclo di vita delle soluzioni progettuali, tali da rendere necessaria, ad avviso degli autori, una riformulazione ed integrazione del processo programmatorio e progettuale, sia in termini di attori coinvolti sia in termini di strumenti utilizzati. The contribute is oriented to summarize the results of some research and teaching design experiences, developed by the authors as part of collaborative activities with local authorities, and focused on the sustainable regeneration and reuse of abandoned public buildings and degraded urban contexts. It's purpose is to try to understanding and describe the existing relationships between some case studies recently realized, and the complex system of the legal, regulatory and economic / financial instruments approved to support the social and cultural policies for the reduction of land use, for the regeneration of urban areas, for the valorization of the public buildings and for their energy efficiency. The latter, in particular, introduced the respect of some requirements on social utility and shared formulation of design strategies, as well as on energetical and environmental sustainability, and on technical and economic feasibility in the life cycle of the project solutions. By the authors point of view, this complex scenario introduces the necessity of integration of programming and design processes, both in terms of actors involved both in terms of instruments used.
