Italian GAPA of 1990 turned form a ‘short’ law to a Penelope’s Shroud since its enter into force. The chapter tries to point out two (even contradictory) trends and two intertwining lines which can be found during these thirty years and to underline their evolution. Then it focuses on the defaults of law no. 241 that have emerged over time and this discussion is completed through an overview of emerging problems and areas for procedural regulation.
