La regulación de la calidad del servicio eléctrico

Abstract

La calidad del servicio eléctrico está cobrando cada vez más importancia debido a las necesidades de los clientes y a las transformaciones en la estructura del sector. La naturaleza del mercado eléctrico, en particular su carácter de monopolio en la distribución, hace necesaria una regulación adecuada de la calidad. Esta regulación está apareciendo de forma explícita en diferentes países, coincidiendo con los procesos de reestructuración que están teniendo lugar en el mundo entero. El objetivo de este artículo es presentar los aspectos fundamentales para el desarrollo de una regulación de calidad de servicio, utilizando como referencia la situación en el entorno internacional, y presentar una propuesta regulatoria conceptual.
