Abstract

Esta tesis ha tratado en detalle el problema de calidad del servicio en los sistemas de distribucion de energia electrica. Para ello, se ha descrito primero en que consiste la calidad del servicio; se ha revisado el tratamiento que se le da en el entorno internacional, estudiando el caso de varios paises en situaciones diferentes (Francia, Inglaterra y Gales, Noruega, Chile, Argentina, Nueva York y España), a continuacion se ha propuesto una regulacion de la calidad adaptada a la nueva situacion regulativa de los sistemas de distribucion, fundamentada mediante discusiones teoricas sobre todos sus aspectos; se ha propuesto una adaptacion practica de esta regulacion el caso español; se ha desarrollado herramientas informaticas que permitan calcular los parametros definidos en la regulación, asi como optimizan las inversiones de las Distribuidoras en el nuevo marco regulativo propuesto.
