Airports' managerial practices and efficiency

Abstract

Las diferencias en rentabilidad de aeropuertos requieren una mejor comprensión de las fuentes de eficiencia y ventajas competitivas. La globalización de la industria del transporte aéreo y la transformación de las organizaciones de aviación en un negocio orientado al mercado implícitamente requiere la consideración de la implicación del conocimiento y la experiencia gerencial. Las capacidades y decisiones gerenciales determinan la adquisición, y el desarrollo del resto de recursos y su transformación como cadena de valor (Hambrick y Brandon 1988; Castanias y Helfat 1991; Camisón 2004). Los países con aeropuertos de propiedad mayoritariamente de mayoría gubernamental tienden a nombrar como gerentes miembros de autoridades regionales pero sin proporcionarles suficiente independencia y flexibilidad en el proceso de toma de decisiones. La literatura muestra la relación entre las prácticas gerenciales y el desarrollo de las empresas en diferentes sectores: empresas basadas en tecnología industrial (Camisón-Haba et. Al. 2018), empresas agrícolas (Puig-Junoy y Argiles, 2004; Galanopoulos et al. 2006; Manevska -Tasevska, 2013), logística y suministro (Derwik et al. 2016), pequeños y medianos fabricantes (Ismaila et al. 2014) y hospitales (Khadka et al. 2014). Sin embargo, en estudios de transporte aéreo no se han considerado las habilidades y capacidades de gestión potencialmente debido a dificultades en obtener una medida fiable del grado de implementación. En este sentido, este estudio hace dos contribuciones al conocimiento existente. Primero, el objetivo de este estudio es investigar en qué medida las prácticas gerenciales afectan la actividad aeroportuaria. El conocimiento gerencial y las variables utilizadas como proxy de la experiencia se contabilizan en una función de producción fronteriza estocástica como impulsores de la eficiencia de los aeropuertos. En segundo lugar, el estudio se centra en los países de Europa Central y Oriental (República Checa, Eslovaquia, Estonia, Hungría, Letonia, Lituania y Polonia) donde los aeropuertos tienden a orientarse al mercado. Debido a las inversiones realizadas en algunos aeropuertos en detrimento de otros, las inversiones de capital se contabilizan como un cambio técnico no neutral que permite eficiencias que varían en el tiempo. Tanto las habilidades gerenciales como el tamaño económico de los aeropuertos entendidos como dotaciones tecnológicas deberían proporcionar información sobre la rentabilidad y eficiencia de los aeropuertos.

Airports performance differences require a better understanding of the sources of efficiency and competitive advantages. The globalisation of the air transport industry and transformation of aviation organizations into a market-orientated business implicitly requests consideration of the implication of managerial knowledge and experience. Managerial capabilities and decisions determine the acquisition, development, and deployment of the rest of resources and their transformation into valuable products and value creation (Hambrick and Brandon 1988; Castanias and Helfat 1991; Camisón 2004). Countries with a majority of airports government ownership tend to appoint managers by public authorities without providing them enough sovereignty in the decision-making process. The literature shows the relation between managerial practices and companies performance in different sectors: industrial technology-based firms (Camisón-Haba et. al. 2018), agriculture companies (Puig-Junoy and Argiles, 2004; Galanopoulos et al. 2006; Manevska-Tasevska, 2013), logistic and supply (Derwik et al. 2016), small and medium manufacturers (Ismaila et al. 2014) and hospitals (Khadka et al. 2014). Nevertheless, air transport studies have not considered managerial capabilities potentially due to difficulties in measurement and implementation of these intangible assets. In this regard, this study makes two contributions to the existing knowledge. First, this study aims to investigate to what extent the managerial practices affect airport performance. Managerial knowledge and experience variables are accounted in a stochastic frontier production function as environmental drivers of airports efficiency. Second, the study focus on Central and Eastern European Countries (Czech Republic, Slovakia, Estonia, Hungary, Latvia, Lithuania, and Poland) where airports are converging into market-orientated businesses. Due to investments made in some airports in detriment of others, capital investments are accounted as non-neutral technical change allowing time-varying efficiencies. Both managerial skills and the economic size of the airports understood as technological endowments should provide insights into airports performance.
