Se cumplen ahora veinte años desde que el Programa de Naciones Unidas para el Desarrollo (PNUD) publicara su concepto de «desarrollo humano» y elaborara un sistema para medirlo, el índice de desarrollo humano (IDH). Antes de que el PNUD hiciera esta aportación existían ya otras propuestas sobre el «desarrollo» y otros modos de medirlo. Con su sistema de indicadores, si bien el PNUD ha conseguido enriquecer el concepto mismo de desarrollo humano y situarlo en el centro de muchos debates, mantiene un indicador con serias limitaciones.
It is now 20 years since the United Nations Development Programme (UNDP) published its concept of "human development" and developed a system for measuring it, the Human Development Index (HDI). Before UNDP made this contribution, there were other proposals on "development" and other ways to measure it. With its system of indicators, while UNDP has succeeded in enriching the very concept of human development and placing it at the centre of many debates, it maintains an indicator with serious limitations.
