Abstract

Kentsel arazi fiyatlarının, kentsel gelişim ve kentteki sektörlerin mekansal dağılımınaönemli etkileri vardır. Konut da bu sektörlerden biridir. Kentsel arazi fiyatlarınınoldukça yüksek olduğu kent merkezinde, çok-katlı apartmanları kapsayan yüksekyoğunluklu konut alanları yer alır. Burada arsaların ve konutların alanı, arazifiyatlarının yüksek olmasına bağlı olarak görece küçüktür. Ancak kent merkesindenuzaklaşıkça kentsel arsa değerleri de düşmeye başlar ve merkezde üretilmesi konutyapımcıları açısından ekonomik anlamda mümkün olmayan düşük yoğunluklu, azkatlı konut alanları kent çeperinde üretilebilir hale gelir.Kent çeperindeki az katlı konutlar, konut kullanıcılarına çeşitli olanaklar sunar. Bualanlarda arazinin ucuz ve elde edilebilir olmasına bağlı olarak arsa ve konutlargörece büyüktür. Ayrıca nitelikli kentsel servis olanakları, sakin ve temiz çevre ilemahremiyetin korunması yaşanabilir bir kentsel çevre yaratılmasına katkı sağlar.Fakat buradaki az katlı konut alanlarında yaşayanlar, yüksek ulaşım ve konut bakımmaliyetlerine katlanmak durumundadır. Hanehalkının, bu tür masrafları, daha genişbir konut, prestijli bir çevre ve konut alanlarının sunduğu çeşitli olanaklarla telafietmesi beklenir.Kentleşme süreçleri, her ülkenin ve kentin sosyo-ekonomik ve politik yapısı ileçevresel özelliklerine bağlı olarak farklılık gösterebilir. Bu bağlamda, Ankara kentçeperindeki az katlı konut alanları, kentsel arazi kullanımları teorilerine büyükölçüde uyumlu, ancak gelişmiş ülkelerdeki süreçlerden bir ölçüde farklı bir şekildegelişmiştir. Bu çerçevede Ankara kentindeki az katlı konut gelişimleri teorik esaslarve tarihsel süreçler de göz önünde bulundurularak; plan kararları, konut üreticileri,konut kullanıcıları ve gelişim deseni açısından incelenmektedir.Anahtar Kelimeler: Az Katlı Konut, Banliyöleşme, Ankara'da Kentsel Gelişim,Konut Üreticisinin Rasyonelitesi, Konut Kullanıcısının Rasyonelitesi, Emsaliii

Urban land prices have important effects on urban development and locationaldistribution of land-uses. Housing is one of those sectors. There are high-densityresidential areas covering high-rise apartments at the city center where the landprices are quite high. Here, sizes of the plots and the housing units are relativelysmall. However, land prices begin to decrease with the increasing distance from thecity center and the production of low-density, low-rise housing which iseconomically unfeasible at the center turns to be feasible for the housebuilders at theoutskirts.Low-rise houses at the urban fringe provides various opportunities for thehouseholds. In these areas, plots and housing units are relatively larger due to cheapand available land. In addition to this, better urban services, quiet and cleanenvironment as well as privacy contribute to create a livable urban environment.However, households living in low-rise housing units are subject to hightransportation and maintenance costs. It is expected that they would compensatethese costs with larger housing units, prestigious urban environment and manyopportunities that their neighborhoods offer.Urbanization processes may be differ from one country to another with respect to thesocio-economic and political structures, and the environmental characteristics. In thatsense, low-rise housing areas at the urban fringe of Ankara were found to bedeveloped highly compatible with urban land use theories; but different from theprocesses experienced in developed countries, to some extent. With regard to these,low-rise housing development in Ankara is discussed according to plan decisions,housebuilders, households and urban development pattern, considering thetheoretical basis and historical processes.Key Words: Low-rise Housing, Suburbanization, Urban Development in Ankara,Rationality of Housebuilder, Rationality of Household, Floor Area Ratioiii
