Abstract

The whole of the systems that take the water from the drinking water source and carry it to the user is called the water distribution system. In this thesis study, an Assessment of Corporate Risk was made in relation to Water Distribution Systems, the importance of conducting a risk assessment study and the benefits to the institution were explained. The inadequacy of risk analysis studies in relation to water distribution systems in our country has also increased the importance of this study. In the risk analysis study, first of all, how the process works is explained and the risk analysis methods are explained. Previously published risk analysis studies have been examined, the superiority of the L Matrix method, which performs risk analysis using statistical information of water administrations, has been determined compared to other methods, and the L matrix method has been preferred in this study. Then, Denizli Water and Sewerage Administration was selected as a pilot institution, a Corporate Risk Assessment table was prepared using the L matrix method, and a risk analysis study was conducted. With the results obtained from here, the necessary solutions have been produced to identify and eliminate the risks or, if possible, minimize them. In addition, in this risk analysis study, suggestions were made in order to achieve optimal results in engineering projects and applications by producing analytical solutions as much as possible.

İçme suyu kaynağından suyu alarak, kullanıcıya kadar taşıyan sistemler bütününe su dağıtım sistemi denir. Bu tez çalışmasında, Su Dağıtım Sistemleri özelinde Kurumsal Risk Değerlendirilmesi yapılmış, risk değerlendirme çalışması yapmanın önemi ve kuruma faydaları açıklanmıştır. Ülkemizde su dağıtım sistemleri özelinde, risk analizi çalışmalarının yetersiz olması da bu çalışmanın önemini artırmıştır. Yapılan risk analizi çalışmasında, öncelikle sürecin nasıl işlediği anlatılmış ve risk analiz yöntemleri açıklanmıştır. Daha önce yayımlanmış risk analiz çalışmaları incelenmiş, su idarelerinin istatistiki bilgilerini kullanarak risk analizi yapan L Matris yönteminin diğer yöntemlere göre üstünlüğü tespit edilmiş ve bu çalışmada da L matrisi yöntemi tercih edilmiştir. Daha sonra, Denizli Su ve Kanalizasyon İdaresi pilot kurum olarak seçilmiş, L matrisi yöntemiyle Kurumsal Risk Değerlendirme tablosu hazırlanmış ve risk analizi çalışması yapılmıştır. Buradan elde edilen sonuçlarla riskleri tanımlayıp ortadan kaldırmak ya da mümkün ise, en aza indirmek için gerekli çözüm yolları üretilmiştir. Ayrıca, bu risk analizi çalışmasında olabildiğince analitik çözümler üreterek, mühendislik proje ve uygulamalarında optimum sonuçlara ulaşabilmek için önerilerde bulunulmuştur.
