Türkiye’nin e-devlet politikası

Abstract

E-government, which is a product of today’s efforts based on the information economy and oriented towards being an information Society, comes to life as a reflection of the rapid change and transformation in information and communication technologies on public administration systems. These changes and transformations at the global level, while affecting the public administrations in terms of managerial and service, have made certain principles and values come to the fore and gain importance. These principles and values, which are expressed as a public value(s), are also seen to be closely related to policy formation processes. In this context, the study analyses the changes experienced in public administration depending on the developments in information and communication technologies, within the framework of the principles /values determined through official policy documents, in particular Turkey’s e-government policy. In this context, the study deals with the reflection of the changes in public administration, depending on the developments in information and communication technologies, to the official policy documents, in particular Turkey's e-government policy, through certain concepts/principles/values. In the study, it is aimed to reveal the theoretical foundations of public policy regarding e-government by making concept frequency analysis within document imagery. As a result of the study, it is revealed what kind of approach Turkey's e-government policy has. In addition, suggestions are presented on what can be done to further Turkey's success in the context of e-government policy. It is thought that the study will contribute to fill the gap in the literature on the analysis of e-government policy through concepts/values/principles and to guide future policy studies.

Günümüz çağının bilgi ekonomisine dayalı, bilgi toplumu olma yönelimli çabalarının bir ürünü olan e-devlet, bilgi ve iletişim teknolojilerindeki hızlı değişim ve dönüşümün kamu yönetim sistemlerine bir yansıması olarak hayat bulmaktadır. Küresel düzeydeki bu değişim ve dönüşümler, kamu yönetimlerini yönetsel ve hizmetsel anlamda etkilerken belirli ilke ve değerlerin ön plana çıkmasını ve önem kazanmasını sağlamıştır. Kamu değeri/değerleri olarak ifade edilen bu ilke ve değerler, politika oluşum süreçleriyle de yakından ilişkili görülmektedir. Bu bağlamda çalışma, bilgi ve iletişim teknolojilerindeki gelişmelere bağlı olarak kamu yönetiminde yaşanan değişimlerin, belirli kavram/ilke/değerler üzerinden, Türkiye’nin e-devlet politikası özelinde, resmî politika belgelerine yansımasını konu almaktadır. Çalışmada, doküman imgelemesi içerisinde kavram sıklığı analizi yapılarak e-devlete ilişkin kamu politikasının kuramsal temellerinin ortaya çıkarılması amaçlanmıştır. Çalışmanın sonucunda, Türkiye’nin e-devlet politikasının ne tür bir yaklaşıma sahip olduğu ortaya konulmaktadır. Ayrıca Türkiye’nin e-devlet politikası bağlamında başarısının daha ileri seviyelere taşınmasında neler yapılabileceğine ilişkin öneriler sunulmaktadır. Çalışmanın, kavram/değer/ilkeler üzerinden e-devlet politikasının analizine ilişkin literatürdeki boşluğu doldurması ve ileriki politika çalışmalarına rehberlik etmesi açısından katkı sağlayacağı düşünülmektedir.
