Abstract

İlk defa 1990 yılında Yeni Zelanda' da uygulanan enflasyon hedeflemesi rejimi, daha sonraki yıllarda birçok gelişmiş ve gelişmekte olan ülke tarafından uygulanmaya başlanmıştır.Enflasyon hedeflemesi rejiminin enflasyonu düşürüp düşürmediği konusunda henüz net olarak bir görüş birliğine varılamamıştır.Bu çalışmada enflasyon hedeflemesi rejimini uygulayan 28 ülke ele alınmış ve bu ülkelerde enflasyon hedeflemesi rejiminin enflasyon ve çıktı oynaklığını nasıl etkilediği üzerinde durulmuştur. Volatilitenin hesaplanmasında GARCH modellerine başvurulmuştur.Çalışma sonunda enflasyon hedeflemesi rejiminin bazı ülkelerde volatiliteyi düşürdüğü sonucuna ulaşılırken bazı ülkelerde de anlamsız istatistiksel sonuçlar nedeniyle herhangi bir yorumda bulunulamamaktadır.

The inflation targeting regime, which was first exerted in New Zeland in 1990, was implemented later on by many developing and developed countries. Yet there is no concensus whether the regime helps to reduce the inflation or not.This paper aims to explore the impact of the inflation targeting regime on the inflation and output volatility in the light of the case studies of 28 countries where the regime is implemented.The GARCH models are used in the calculation of the volatility. It is explored by this study that while the regime reduced the volatility in some of the countries, for the others such a comment can not be made due to meaningless statistical outcomes.
