Abstract

Scientific and technological advances, ideologies, economic, political and social transformations are inevitable for the science of public administration to develop and find itself in another 'new'. This study deals with the process from the "New Public Administration Movement" to the "New Public Service" around the concept of "new". As a result of the social events and administrative crises in the USA in the 1960s, the search for a solution to the identity crisis of the public administration is evaluated in the context of the new public administration movement. The economic depressions caused by the oil crises in the 1970s led to the re-questioning of the role of the state and paved the way for the emergence of the new public management. In the 1990s, the criticisms made to the new public administration paved the way for the emergence of alternative approaches. The purpose of this study is to examine the emergence and principles of the new public service, which is one of the alternative approaches, and the reasons for the paradigm shifts in public administration in an environment where some aspects of new public management are discussed. The study presents a conceptual framework by considering the approaches that have new suffixes after the traditional approach in a holistic and comparative manner.

Bilimsel ve teknolojik ilerlemeler, ideolojiler, ekonomik, siyasi ve toplumsal dönüşümler, kamu yönetimi biliminin gelişmesi ve kendisini bir başka ‘yeni’nin içerisinde bulması için kaçınılmazdır. Bu çalışma “Yeni Kamu Yönetimi Hareketi”nden “Yeni Kamu Hizmeti”ne kadar geçen süreci “yeni” kavramı etrafında ele almaktadır. 1960’lı yıllarda ABD’de yaşanan toplumsal olaylar ve yönetsel krizlerin sonucunda kamu yönetiminin kimlik krizine çözüm bulma arayışları yeni kamu yönetimi hareketi bağlamında değerlendirilmektedir. 1970’li yıllarda petrol krizlerinin neden olduğu ekonomik bunalımlar devletin rolünün yeniden sorgulanmasına yol açmış ve yeni kamu işletmeciliğinin doğuşuna zemin hazırlamıştır. 1990’lı yıllara gelindiğinde yeni kamu işletmeciliğine yapılan eleştiriler kendisine alternatif yaklaşımların doğuşuna zemin hazırlamıştır. Yeni kamu işletmeciliğinin bazı yönlerinin tartışıldığı ortamda kendisine alternatif yaklaşımlardan birisi olan yeni kamu hizmetinin doğuşu ve ilkeleri ile kamu yönetiminde yaşanan paradigma değişimlerinin nedenlerini irdelemek bu çalışmanın amacını oluşturmaktadır. Çalışma geleneksel yaklaşımdan sonra önüne yeni ekini alan yaklaşımları bütüncül ve karşılaştırmalı ele alarak kavramsal çerçeve sunmaktadır.
