Abstract

Individual job performance of civil servants has a significant share in the success of public administration. However, since the factors affecting individual performance in institutions are many and their interaction is complex, the numerical expression of these factors is very important and difficult. For this reason, it is useful to calculate individual job performance with a numerical model to be improved according to the institution. The aim of this study is to demonstrate that a rational and clear numerical model developed for calculating the individual job performance of ministry personnel is applicable in Turkish public administration. In this model, called “Weighted Performance Scoring”, first of all, “Job Record Table” should be created by the unit supervisor in an accessible. The job, operations, process, durations, personnel, priority, workload, and performance of the completed personnel are recorded numerically in the table. Then, the individual performance value is calculated by using the performance values of the works completed by the personnel in a predetermined period. It is expected that this numerical model, whose application can be facilitated after the establishment and systematic functioning of the model, and which gives the manager information about the performance of his personnel, will be taken as an example as a method open to development.

Kamu yönetimi başarısında, kamu personeli bireysel iş performanslarının önemli bir payı bulunmaktadır. Ancak kurumlardaki bireysel performansı etkileyen faktörler çok ve etkileşimi karmaşık olduğundan, bu faktörlerin sayısal ifadesi oldukça önemli ve güçtür. Bu nedenle bireysel iş performansının, kuruma göre geliştirilecek sayısal modelle hesaplanmasında fayda vardır. Çalışmanın amacı, Türk kamu yönetiminde, özellikle bakanlık personelinin bireysel iş performansının hesaplanması için geliştirilmiş, rasyonel ve açık sayısal modelin uygulanabilir olduğunu ortaya koymaktır. “Ağırlıklı Performans Puanlama” adı verilen modelde, erişilebilir bir ortamda, öncelikle birim amirince “İş Kayıt Tablosu” oluşturulmalıdır. Tabloya iş, işlem, süreleri, personel, önceliği, iş yükü ve tamamlayan personelin performansı sayısal olarak kaydedilmektedir. Daha sonra, personelin önceden belirlenen bir dönemde tamamlamış olduğu işlerin performans değerleri kullanılarak, bireysel performans değeri hesaplanmaktadır. Uygulaması, modelin kurulup sistemli işleyişi sonra kolaylaşabilen ve yöneticiye personelinin performansı hakkında bilgi veren bu sayısal denetim modelinin, geliştirilmeye açık bir model olarak örnek alınması beklenir.
