Abstract

The emergence of the internet, which is one of the most important developments of the era, and the use of it in the provision of services by the states, brings digitalization in public administration. The state understanding of digitalization enters the transformation process with new developing technologies. The main claim of the study is that the basic and common objective is the smart state and that different states in the world act with different approaches in this process. The new approaches go one step further than `e-government` in terms of being open to only the public online. The use of integrated digital technologies from a single center in public administration brings public services to a new era with the use of new technologies, especially artificial intelligence.Moving from this fact, the main purpose of this study is to examine the transition from electronic government to digital state and to search the transformation from digital state understanding to smart state understanding by the effects of developing technologies such as Artificial Intelligence, Cloud, Internet of Things, Big Data, Digital Twin, and Mobile Technologies. Under the scope of the study, considering how the smart state understanding reflect the USA, Germany, China, Japan, Singapore, and Estonia, digital transformation and smart state efforts in Turkey are assessed. As a result of this study, it is observed that the countries producing information and technology adopt the concept of smart state understanding faster and implement successful applications; although it is slightly late in the process, that Turkey also progresses on the road well.Keywords: Smart State (S-State), Digital State (D-State), Electronic Government (E-Government), Digital Transformation in Public, Artificial Intelligence.

Çağın en önemli gelişmelerinden olan internetin doğuşu ve devletler tarafından hizmet sunumunda kullanılmaya başlanması, kamu yönetiminde dijitalleşmeyi de beraberinde getirmiştir. Dijitalleşen devlet anlayışı yeni gelişen teknolojilerle dönüşüm sürecine girmiştir. Dünyada bu süreçte farklı devletlerin farklı yaklaşımlarla hareket ettikleri; ancak ana ve ortak hedefin akılı devlet olduğu çalışmanın temel iddiasıdır. Yeni yaklaşımlar `e-devlet` ten sadece çevrim içi kamuya açık olma anlamından bir adım daha ileri gitmektedir. Kamu yönetiminde tek merkezden entegre dijital teknolojilerin kullanımı, yapay zeka başta olmak üzere yeni teknolojilerin kullanımıyla birlikte kamu hizmet sunumlarını yeni bir dönemece getirmiştir.Buradan hareketle hazırlanan çalışmanın temel amacı, elektronik devlet anlayışından dijital devlet anlayışına geçişin incelenerek; yapay zekâ, bulut, nesnelerin interneti, büyük veri, dijital ikiz, mobil teknolojiler başta olmak üzere gelişen teknolojilerin etkisiyle dijital devlet anlayışından akıllı devlet anlayışına dönüşümün irdelenmesidir. Çalışma kapsamında akıllı devlet anlayışının, Amerika Birleşik Devletleri, Almanya, Çin, Japonya, Singapur ve Estonya ülkelerine ne şekilde yansıdığı ele alınarak, Türkiye'de dijital dönüşüm ve akıllı devlet çalışmaları değerlendirmeye tabi tutulmuştur. Çalışma sonucunda, bilgi ve teknoloji üreten ülkelerin akıllı devlet anlayışını daha hızlı benimsedikleri ve başarılı uygulamaları hayata geçirdikleri; biraz gecikmeli olarak sürece dâhil olmasına rağmen Türkiye'nin de iyi yolda ilerlemekte olduğu yönünde tespitler ortaya konulmuştur.Anahtar Kelimeler: Akılı Devlet (A-Devlet), Dijital Devlet (D-Devlet), Elektronik Devlet (E-Devlet), Kamuda Dijital Dönüşüm, Yapay Zekâ.
