The State makes regulations via social policies to ensure the continuity of the political system and to take the rights and freedoms of its citizens under protection. Family policies are also inside the social policies. With the family-oriented policies, the State tries to influence and regulate family life. The cooperation between the central government and the local governments is very important to shape family policies. It is a significant requirement that the policies produced by the central government for the family and the policies directed towards the family at the local level are executed in a coordinated manner. However, it is an indisputable reality that international actors also play a role in the shaping of family policies. In the formation of public policies in general and of family policies in particular, a participative method needs to be determined, and non-governmental organizations should be included in the process in this way.In the implementation of family policies in Turkey, the central government is the dominant actor. The unity of the central administration, the local governments and non-governmental organizations is an important issue for family policies. When considered that civil society organizations include in the process in shaping the family policies by acting in cooperation with other institutions, it can be said that many actors play a role in the process of shaping family policies in the framework of social policies in Turkey. The Mehir Foundation, which operates as a non-governmental organization, is one of the influential actors that play a role in the shaping of family policies.This study prepared in this direction discusses non-governmental organizations at usual and the Mehir Foundation in particular for the formation of family policies in Turkey. The central problematic of the study is to examine how civil society organizations play the role in the formation process of family policies in Turkey. The study prepared for this basic problematic framework benefits from the descriptive research method and the interview technique, which is one of the qualitative research methods.When the information and the findings obtained by the study are dealt, the civil society organizations which operate for such disadvantaged groups as disabled people, women, and children are in density. It can be said that non-governmental organizations play an active role at the point of producing the social policies. On the other hand, the Mehir Foundation, which is one of civil society organizations in the limited number of activities related directly to the families in Turkey, carries out its functions and activities toward family with the its publication of such written materials as journals and books and with its educational and cultural organizations like conferences, panels and symposiums and also with the support of social aids and marital contributions for families. When assessed in this regard, it can be stated that the Mehir Foundation plays an important role to form family policies.Keywords: Family, Family Policy, Social Policy, Non-governmental Organizations, Mehir Foundation

Devlet, siyasal sistemin devamlılığını sağlamak ve vatandaşlarının hak ve özgürlüklerini koruma altına almak için, sosyal politikalar yoluyla düzenlemeler yapmaktadır. Aile politikaları da sosyal politikaların içinde yer almaktadır. Aileye yönelik politikalar ile devlet, aile yaşamına etki etmeye ve onu düzenlemeye çalışmaktadır. Aile politikalarının şekillenmesinde, merkezi yönetim ve yerel yönetimler arası işbirliği büyük önem arz etmektedir. Merkezi yönetimin aileye yönelik ürettiği politikalar ile yerel düzeyde ortaya konulan aileye yönelik politikaların, koordineli bir şekilde yürütülmesi önemli bir gerekliliktir. Bununla birlikte, uluslararası aktörlerin de aile politikalarının şekillenmesinde oynadığı rol yadsınamaz bir gerçektir. Genelde kamu politikalarının, özelde aile politikalarının oluşturulmasında, katılımcı bir yöntemin belirlenmesi ve sivil toplum kuruluşlarının sürece dâhil edilmesi gerekmektedir.Türkiye'de aile politikalarının hayata geçirilmesinde, merkezi yönetim başat aktördür. Merkezi yönetim, yerel yönetimler ve sivil toplum kuruluşları birlikteliği aile politikaları için önemli bir husustur. Sivil toplum kuruluşlarının diğer kurumlarla işbirliği içerisinde hareket ederek, aile politikalarının şekillenmesi sürecine dâhil olduğu göz önüne alındığında, Türkiye'de sosyal politikalar çerçevesinde aile politikalarının yapım sürecinde birçok aktörün rol oynadığı söylenebilir. Sivil toplum kuruluşu olarak faaliyet gösteren, Mehir Vakfı da aile politikalarının şekillenmesinde rol oynayan etkili aktörlerden birisidir.Bu minvalden hareketle hazırlanan çalışmada, Türkiye'de aile politikalarının oluşturulmasında genelde sivil toplum kuruluşları, özelde ise Mehir Vakfı irdelenmiştir. Çalışmanın temel sorunsalı, Türkiye'de aile politikalarının oluşum sürecinde sivil toplum kuruluşlarının nasıl rol oynadığının incelenmesidir. Bu temel sorunsal çerçevesinde hazırlanan çalışmada, betimleyici araştırma yönteminden ve nitel araştırma yöntemlerinden birisi olan mülakat tekniğinden faydalanılmıştır. Çalışma sonucunda elde edilen bilgiler ve bulgular incelendiğinde, Türkiye'de engelli, kadın ve çocuk gibi dezavantajlı gruplara yönelik faaliyet gösteren sivil toplum kuruluşları yoğunluktadır. Sosyal politikaların üretilmesi noktasında sivil toplum kuruluşlarının etkin rol aldığı söylenilebilir. Diğer taraftan, Türkiye'de doğrudan aileye yönelik faaliyet gösteren sınırlı sayıdaki sivil toplum kuruluşlarından birisi olan Mehir Vakfı, dergi, kitap gibi yazılı materyaller, konferans, panel ve sempozyum gibi eğitsel ve kültürel organizasyonlar, sosyal yardımlar ve evlilik desteği vererek aileye yönelik işlev ve faaliyetlerini yürütmektedir. Bu yönüyle değerlendirildiğinde, aile politikalarının şekillenmesinde Mehir Vakfı'nın önemli bir rol oynadığı ifade edilebilir.
