Devlet planlama teşkilatı’na sosyalist planlama açısından bir bakış

Abstract

Planlama sosyal, ekonomik ve politik unsurları barındıran bir süreç olarak ele alınabilir. Bu kapsam, planlamanın yönetsel yanlarını, yani teknik unsurlarını yadsımamaktadır. Planlamaya ilişkin karar verme ve uygulama aşamaları, bu unsurların etkileşimine dayanmaktadır. Planlamanın Türkiye’de örgütlü hale gelişi 1960’lı yıllarda Devlet Planlama Teşkilatı (DPT)’nın kuruluşuyla gerçekleşmiştir. Çalışma, planlama kavramının dünyada yaygınlaşmasını sağlayan SSCB deneyimi ile Türkiye deneyimini karşılaştırma hedefindedir. Bu karşılaştırma, sosyalist planlamanın temel ilkeleri üzerinden yapılacaktır. Çalışma, iki ülkede planlamanın ortaya çıkışı ve uygulanması aşamasını incelerken, planlamanın felsefesi üzerinden betimsel bir analiz yapmaktadır.

Planning can be taken as a process that includes social, economic and political issues. This context does not ignore administrative and technical sides of planning. Phases of implementation and decisionmaking of planning depend on these issues. Institutionalization of planning in Turkey occurred during the 1960’s by foundation of theState Planning Organization (SPO). This study aims at comparing planning experiences of the USSR and Turkey. This comparison will be based on basic principles of socialist planning. The study makes a descriptive analysis on philosophy of planning while examining riseand implementation of planning in USSR andT urkey.
