Abstract

With the acceleration of economic growth in our country, there is a significant increase in energy consumption. The main objective in energy supply is to provide reliable, cheap and qualified energy in time in order to support economical and social development in a healthy manner in all user segments. The energy policy in Turkey is also described in detail in the planned period and the basic principles are determined in the Five-year Development Plans and Annual Programs. Energy demands must be met primarily by evaluating on domestic resources. In case of a failure to respond to the needs as the quantity and quality of these resources, external resources should be used on condition that they are economical. By creating a reliable supply structure, in this context, from the point of source and place of supply, there should be a balanced diversification. The investment and activities of electricity sub sector must be performed after sufficiently qualified and quantified energy is planned to be presented cheaply, continuously, appropriately, in a reliable way on time for the user. Natural gas use should be generalized by taking the economical criteria into consideration in a planned way. Necessary precautions should be taken to benefit from renewable energy sources including primarily hydro power, geothermal and solar energy extensively.

Ülkemizde ekonomik büyümenin hızlanması ile birlikte enerji tüketimin de oldukça önemli artışlar meydana gelmektedir. Enerji arzında temel hedef ise ekonomik ve sosyal kalkınmanın sağlıklı bir tarzda desteklenebilmesi için bütün kullanıcı kesimlerinde, zamanında, güvenilir, ucuz ve kaliteli enerjinin sağlanmasıdır. Türkiye de enerji politikası planlı dönemde ayrıntılı olarak açıklanmış ve temel ilkeler Beş Yıllık Kalkınma Planları ile Yıllık Programlarda belirlenmiş bulunmaktadır. Enerji talepleri öncelikle yurt içi kaynaklar değerlendirilerek karşılanmalıdır. Bu kaynakların miktar ve kalite olarak ihtiyaçlara cevap verememesi durumunda, ekonomik olmak kaydıyla dış kaynak kullanımına gidilmelidir. Güvenilir bir arz yapısı oluşturularak, bu çerçevede kaynak ve temin yeri açısından dengeli bir arz çeşitlendirilmesine gidilmelidir. Elektrik alt sektörü yatırım ve faaliyetleri, yeterli miktar ve kalitede enerjinin, ucuz, yerinde, zamanında, güvenilir ve sürekli olarak, kullanıcı için en ekonomik şekilde sunulması amacıyla planlandıktan sonra yürütülmelidir. Doğal gaz kullanımı, ekonomik kriterler göz önüne alınarak planlı bir şekilde yaygınlaştırılmalıdır. Başta hidrolik enerji olmak üzere, jeotermal ve güneş enerjisi gibi yenilenebilir enerji kaynaklarından daha büyük oranlarda yararlanılabilmesi için gerekli tedbirler alınmalıdır.
