Abstract

The main aim of this study is to understand anddiscuss the new poverty management concept in the context of publicadministration. The relationship between public administration and poverty istried to be understood; the components of poverty management, and the newmanagerial approaches to poverty are discussed in the study. The concept ofpoverty management, which is mentioned in the literature in poverty andmanagement studies, but which has a full content and definition gap, is definedby literature analysis.In this context, the study contributes to the understandingof the poverty management concept which is a new dimension in relation topoverty and public administration. Moreover, in the study; the function ofsocial services which has very important role in poverty management isdiscussed and the relation between social services and poverty management isevaluated.

Bu çalışmanın amacı, kamu yönetimi bağlamında yeni yoksulluk yönetimi kavramını anlamak ve tartışmaktır.Çalışmada;kamu yönetimi ve yoksulluk ilişkisi yeni yoksulluk yönetimi kavramı ile birlikteanlaşılmaya çalışılmış; yoksulluk yönetiminin unsurları ve yoksulluğa yeniyönetsel yaklaşımlar irdelenmiştir. Literatürde yoksulluk ve yönetim ile ilgiliçalışmalarda bahsedilen, ancak tam olarak içeriğine ve tanımına ilişkin birboşluk bulunan yoksulluk yönetimi kavramı literatür analizi ile tanımlanmıştır.Bu bağlamda çalışma,yoksulluk ve kamu yönetimi ilişkisinde yeni bir boyut olan yoksullukyönetiminin anlaşılması bakımından katkı sunmaktadır. Çalışmada ayrıca yeniyoksulluk yönetiminde önemli bir yeri bulunan sosyal hizmetlerin işlevitartışılmış, yoksulluk yönetimi ve sosyal hizmet ilişkisi değerlendirilmiştir.
